This is a very important time for the future of our members, coaches, parents, families and community.

The club has worked endlessly to ensure that we have a clear and concise document, guidelines and more to allow everyone to come back to the field in the safest possible manner.

COVID-19 Health and Exclusion Policy

In accordance with Washington Co Health Department

Effective Date: 03/15/2022

Isolation and Quarantine Guidelines

If you have symptoms of COVID-19

Stay home if you have COVID-19 symptoms, stay away (isolate) from others, and get tested. Tests are easy to find now. Visit our testing page for options.  

If you test positive for COVID-19

  • Isolate at home for five days regardless of your vaccination status. Separate from other family members, staying in a separate room and using a separate bathroom if possible. 
  • If you have no symptoms or your symptoms have resolved after five days, you can leave your house. 
  • Continue to wear a mask around others for five more days.
  • If you have a fever, continue to stay home until your fever resolves; this is without having taken medicine for 24 hours. 
  • Also, stay home until your other symptoms are improving. 

If you were exposed to someone with COVID-19

  • You do not need to stay home (quarantine) unless you have symptoms. This is new Oregon Health Authority guidance and applies whether you are vaccinated or not. This guidance may be updated for new variants and changing conditions.  
  • Watch for symptoms for ten days. If you develop symptoms, stay home, isolate from others and follow the advice above.
  • Consider wearing a mask around others. This is especially important if you are going to be around people who are at higher risk for severe disease. Also, consider delaying visits to those who are at risk for severe disease. 

If you were exposed and live or work in a high-risk setting

The OHA guidance above applies to the general population including schools and childcare facilities. OHA still recommends quarantine for some people who live and work in settings where there is a high risk of transmission and severe disease. This includes jails, health care facilities, long-term care and some congregate living settings.

The following procedures are required to be followed by the clubs, teams, parents, players, and referees who are participating in the Fall 2021 Tualatin Valley Youth Soccer League(TVYSL). Click here to see the information from OHA that was used to develop this policy.

Any changes to this document will be highlighted and distributed to our clubs and on our website with a date stamp.

Maintaining player and coach confidentiality is vital to the process of reporting. As a coach or parent reporting, please report your information directly to your club’s COVID-19 contact only. The club will then report to HSC only the team name and when they were presented the case of exposure information. HSC will not disclose any identifying information about the player, coach, or referee when communicating about the protocols of this policy.

Recommendation: Pregame COVID-19 Check-In

All players and coaches are recommended to go through a screening process prior to each game. These questions are recommended to be asked of each player and coach prior to match play:

  • Have you had a new or worsening cough?
  • Have you had a fever?
  • Have you had a shortness of breath?
  • Have you been in close contact with anyone with these symptoms or anyone who has been diagnosed with Covid-19 in the past 14 days?

If a player or coach responds yes to any of these questions, they should be instructed to return home and not participate in the game.

If a player is showing any symptoms of COVID-19, they should stay home for 10 days and have no symptoms for 24 hours before returning to league play.

MASK MANDATE: in accordance with Gov Brown, effective August 27th, 2021.

Players and Referees are NOT required to wear a mask while actively engaged in physical activity, though they may wear a face mask if they choose.  

When coaches, players, referees or spectators are not engaged in physical activity (i.e. sitting on the sidelines) they are required to wear a mask, regardless of vaccination status, when 6’ of physical distance cannot be maintained.

OHA Update - June 30th & July 17th Considerations

Statewide COVID-19 Guidance

Effective July 27, the Oregon Health Authority (OHA) recommends universal mask use in public indoor settings throughout the state to protect Oregonians from COVID-19. Masks are required in all healthcare settings. Read the OHA news release to learn more.

On June 30, Executive Order 21-15 removed the county risk level framework and lifted COVID-19 restrictions on businesses and other sectors for mask requirements, physical distancing, capacity limits, and closing times, among other pandemic-related restrictions.

FINANCIAL IMPACTS OF COVID19

Club Mission : We aim to develop the whole player and build community through the beautiful game.

We believe that no player should step away from the game solely because of finances.

REDUCED FEES FOR 2020/21 SEASON

Junior Premier Program (2012) : Has been made a cost free program, where the club sources sponsorship from outside of the membership in an attempt to focus on the player's love for the game. We aim to develop a foundational base for the club's future where players truly love the game, and feel connected with our club.

Junior Premier II Program (2009 - 2011): Has been reduced from $1,390 to $1,220 to represent the late start to play, and no options for Summer Tournaments. Any tournaments available will be paid for at team level.

Premier Non HS Program (2008 - 2007): Has been reduced from $1,390 to $1,220 to represent the late start to play, and no options for Summer Tournaments. Any tournaments available will be paid for at team level.

Premier Program (2002 - 2006) : Has been reduced from $1,120 to $960 to represent the late start to play, and no options for Summer Tournaments. Any tournaments available will be paid for at team level.

VIRTUAL TRAINING

The club has been hard at work behind the scenes to create session plans in the event that Virtual Training must be offered when in person training is not possible.

The occasions in which Virtual Training will take place are as follows ;

  • When the Heat Index indicates that training outside is considered dangerous.
  • Whenever weather prohibits on field training.
  • Should fields be closed or unavailable for any reason, including any state lockdown measures or field unavailability.

Virtual Training will be offered over Zoom for any player that wishes to participate. These sessions will be focused on technical development, health, hydration and nutrition and more.

FAQ’s

What are PODS?

Due to the field and state regulations regarding the health and safety of our players, we are splitting the entire age group into Pods of no more than 12 players. These Pods will be unique for the month of July, and once we are allowed to enter Phase 3, we will return to team training.

How are the PODs created?

The Pods are created alphabetically. Although there may be a couple of exceptions so that siblings may be in the same pod.

Can I change my POD?

The Pods are set for the month of July. This is to ensure that the players are with a unique group during Phase 2, to minimize the potential risk of exposure. We understand that this may be a difficult time, however please note that we anticipate this lasting only a couple of weeks, and we will return to team training then.

Will my player get a fair evaluation at the start of the new season?

As the traditional try out process was cancelled this year, we have placed our coaches throughout the age group Pods, encouraging them to evaluate every player over the 2 week period. This will ensure that - at the time of team placement - we have given every player the opportunity to demonstrate their talents.

What will training look like?

Training will certainly look different than it has before. You are certainly used to a lot of small sided games, and with Phase 2 these will not be permitted just yet. This gives us a wonderful opportunity to work with the players and focus on their individual technique and ball mastery. Sessions will involve competition, but these games will stay away from contact to ensure that everyone stays safe.

How long is training? And why?

We have the sessions based around a 40 minute session. There will then be a 20 minute window to get the players off the field, and the next set of players on the field safely. These 40 minute sessions will be heavily focused on technical work, which is both difficult to master, and a good endurance exercise. Our players are returning from months away from the field, and we want to ensure that it is a slow transition into full play. This will reduce injuries and help guide the players back into the full game.

What precautions are the club taking at the fields to ensure everyone is safe?

Managing the fields is certainly a challenge, and the club has spent a lot of time focused on those logistics. We will operate the entrances on the south side of 53rd, and each station will have a check in, hand sanitization and signage. The players will check in quickly, then go straight to their respective Pod. They will have their own square for the session, before exiting on the north side of the field - again stopping for hand sanitizer. All players are more than welcome to wear masks should you/they desire, and you will likely see some of our coaching staff doing the same.

We hope that this email finds you and your families healthy.

As we continue to look forward to returning, the club have been working hard behind the scenes to ensure that we can do so in the safest way possible. You can find out all about our Return to Play (RTP) protocols by clicking here.

The initial plan was to return to our traditional Try Outs the week beginning July 6th.

Following the announcement from Governor Brown that the Washington, Multnomah and Clackamas Counties were going to be treated as one, now means that Washington County can not enter Phase 2 until July 13th at the earliest.

Hillsboro Parks and Rec, along with Hillsboro School District are not allocating field space until the county enters Phase 2. This means that we have to delay our RTP.

To ensure that we get back to the field and training as soon as possible, the club has made the decision to remove the traditional try out process, and go straight into training as of July 13th. Training will look different, and we will be referring to our groups as "Pods". These "Pods" will be small groups for non-game specific exercises.

We will begin training in our “Pods” as of July 13th, and the coaches will have the opportunity to decide Team Placement throughout the rest of the month. Teams will be decided and announced by August 1st for age groups that have more than one team.

You will soon see that your player has been assigned a “Pod” to train in your TeamSnap app, and this “Pod” will remain unique for the month of July, per our RTP protocols.

Our website has been updated this week, with new information regarding our uniforms for the 2020/21 season, coaching staff and what training will look like with our RTP.

The club continues to emphasize the importance of detailed and open communication, the development of our players and ensuring that training occurs only when it is safe to do so.

We all still have questions about what fall league may look like for our teams. We remain optimistic about our prospects for competitive soccer in the fall, but we will adjust programming as needed. If we experience major changes to expected league programming provided by Oregon Youth Soccer Association or US Youth Soccer, we will work with our Board of Directors to modify future monthly fees to account for those changes.

Hillsboro Soccer Club families,

We hope you have enjoyed this Memorial Day Weekend.

In a typical year, we would have just concluded the Spring Recreational season and the Competitive Teams would be training for summer tournaments.  I can’t tell you how much we miss seeing players on the field.

Washington Co has applied for phase 1 of reopening and if approved, we anticipate some fields will open, however with very restricted use.  Based on the guidelines provided by Governor Brown an in collaboration with Oregon Youth Soccer Association (OYSA), HSC will provide Return to Play protocols.  Please see the HSC website for all the latest information.

Our plan is to have a phased approach;

Starting next week with low-risk training exercises that will be provided for at-home practice and enjoyment.

Tryouts for the year-round Competitive Teams begin July 6th.  In place of tournaments this summer, friendlies with local teams will allow for a more controlled and safer environment with less travel exposure.

Likewise, Fall Recreational Teams are scheduled to begin practices late August and games on September 12th.  Adjustments to all programs are being made to accommodate local public health recommendations.

HSC wants to Thank all who donated their spring fees toward the scholarship fund.  Now, more than ever, our community needs us and we are grateful for your help.  Just over $10,000 was raised for those who will need financial assistance.  Our aim is for everyone to have a chance to play.  Additionally, $7,000 was allocated to be used as a credit toward a future program.  Thank you all for your kindness and generosity.

Although our community has been asked to isolate, examples of connectivity and support, could not be stronger and more apparent.

Many families have responded to the PAY IT FORWARD campaign by donating their unused spring fees to either scholarship future players or help with the club’s general fund.  We are humbled by your generosity. Thank you for confirming you value active youth

By now, Spring Program families have been notified that both the recreational and competitive leagues and cup games have been canceled.  The HSC Academy has been rescheduled for June.

Here are the options for processing unused Spring Fees:

  1. Make a tax-deductible gift to HSC towards future scholarships or the general fund
  2. Credit your remainings funds to your next season with HSC
  3. Receive a refund of your player’s unused spring fees

US Youth Soccer has canceled all activities through May 15th.  Locally, decisions from Governor Brown, Governor Inslee, and the CDC is shaping when clubs can hold tryouts and on-field activities may resume.  We anticipate another announcement by May 1st and will continue to keep you informed.

Dear Hillsboro Soccer Club family,

Did any of us ever think spring season could be delayed for anything other than Oregon rain? Yet, here we are in the middle of this pandemic that's seriously wreaking havoc on normal everyday lives. One thing is for certain, HSC can't wait to be on the field with you again soon.

Currently, the club is in a holding pattern, we know the health authorities have asked everyone to stay at home at least until the end of April. Both Parks and Rec and HSD fields are closed.  This means that soccer classes, competitive and recreational leagues have temporarily been postponed.  

The club is continually watching for official updates from local authorities. If we are asked to isolate for longer than early May, some 2019/20 spring program cancellations may occur. It is unknown at this time exactly when this decision will be made, we are committed to keeping you posted.

To ensure HSC can be in a position to restart our in community once this crisis passes, we have taken several cost-cutting steps.  We’ve created an emergency budget and eliminated any non-essential expenses. We’re seeking assistance through the COVID Relief Act (CARES Act), and, we’re working with grant writers to tap into funders and foundations.

This is where you come in.   If we experience cancellations this Spring season, would you consider a Pay it Forward donation of the fees you've already paid?  

Hillsboro Soccer Club is a 501(c)3 non-profit organization.If you choose to donate the fee, you can allocate it specifically to either of the funds below and we'll send you a receipt for tax deduction purposes.  Your donations are instrumental in keeping programs going when families are financially disadvantaged.  

  1. Scholarship Fund for a player who’s family will find themselves in need with the financial impacts that are coming.  
  2. General Fund for the area of most need.

There is no way around it, COVID-19 has brought about extraordinary financial challenges that the club could not have anticipated, nor prepared for. We have not asked for a donation of this sort before, but we will need your help to stay financially solvent and keep kids playing.

When this is all over, be assured that Hillsboro Soccer Club will be there. Sports means fun and relationships and competition and normalcy, and we can't wait to get back to it.

Over the past two weeks the league committee has reviewed the possibility of canceling or postponing the remaining leagues and cup play.

Yesterday afternoon, US Youth Soccer made the decision to cancel the 2020 Presidents Cup, 2020 National Championships and all the competitions leading up to those two events (notice attached). In light of their decision, together with the additional “Stay At Home” and Covid-19 social distancing guidelines, Oregon Youth Soccer has also made the difficult decision to also cancel the remaining OYSA Development League, PTTL Spring League, PTTL Winter League, Founders Cup, Presidents Cup and State Cup games.

I know this will be a great disappointment to many of our soccer families. We understand and hope to get us all back on the field soon.

The league committee will continue to meet every two weeks to review the logistical issues facing our teams in returning to play.  We are also working on several fun soccer events for our players and teams to enjoy over the summer. More information will follow.

The 2020/21 soccer seasonal year registration will open for Recreational and Competitive Clubs on May 4th. Competitive club tryout/team formation will also open on May 4th. This should give clubs a stronger financial foundation going into the summer and fall. Build for the future of Oregon Soccer. We are here to support you.

In an effort to put player safety first, unfortunately the club has now cancelled this week's edition of the HSC Academy.

We will reschedule this event for later in the season, pending state governmental advice. We have no intention of cancelling the HSC Academy.

We understand that this may be a window of time that you'd still love to have your child involved in sport, so please have them work through this fun video, to ensure that they get plenty of touches on the ball.

Following on from the earlier correspondance, Hillsboro School District and Hillsboro Parks and Rec have pulled the fields for training this evening.

This means that all training activities held at Hillsboro Futsal, Quatama Elementary, South Meadows Middle School and Hillsboro Stadium have been cancelled.

We are very sorry for the inconvenience, but as stated previously, we are following the guidelines of the State Associations.

We will update you as soon as possible regarding the HSC Academy and Competitive programs for tomorrow and onwards.

Many of you may have seen the media release this morning surrounding the coronavirus, we wanted to update you with what we know at this time.

OYSA just sent out an email stating the following:

  • PTTL Non-Premier Spring League Games (games canceled until April 1st)
  • OYSA Development League Games (games canceled until April 1st)

The following are canceled for this weekend and will NOT be rescheduled.

  • PTTL Winter League Games
  • PTTL Premier Spring League Games
  • OYSA NW Futsal Winter 2 League Games

ON THE IMMEDIATE FRONT:  HSD and HPRD have not closed the fields and there will be training offered this evening.  It's 100% acceptable for parents to keep their players at home if they wish.

  • Currently scheduled training for tonight, March 12th is ON
  • The Recreational meeting for this evening, March 12th is still ON.
  • The HSC Academy for tomorrow, March 13th is ON as of right now.

FOR NEXT WEEK AND MOVING FORWARD:  As of right now, there will be no activities this weekend.  A follow-up email will be sent by Saturday morning with the plan moving forward.  The #1 priority is to keep everyone healthy and safe during this time.

Oregon Youth Soccer continues to monitor developments regarding the Coronavirus.  Your safety is our number one priority. Based on the facts and information that we have currently, we will be cancelling the following events:

League Cancellation

  • PTTL Winter League Games
  • PTTL Premier Spring League Games
  • OYSA NW Futsal Winter 2 League Games

The remaining games in these leagues will not be rescheduled. Refunds for the remaining games will be reviewed later.

Games Cancelled until April 1st.

  • PTTL Non-Premier Spring League Games
  • OYSA Development League Games 

We will also be reviewing refunds for these games later. We will be making decisions on the remainder of the league games and the start of Cup play on or before April 1st.

On advice from federal, state and local agencies, Steve Baker, OYSA President, and myself have made the decision to close the OYSA office from March 13th through March 27th. All staff will be working from home answering phone messages and emails.

As the coronavirus is a fluid situation, the above statement is subject to change as we continue to monitor the situation going forward. In closing, we strongly recommend that you follow the advice and direction of the Oregon Health Authority on your decisions on club activities.
